安徽灵璧环保局人满为患 职工工资二百

按国家规定，环保部门收取的排污费应当用于环境治理，但县环保局却将所能支配的排污费用于发工资——

近来，安徽省灵璧县环保局职工向本报反映，该县环保局机构臃肿，人员超编严重，职工工资比安徽省人民政府确定的最低标准还低，职工们的医疗保险、失业保险、养老保险和住房公积金也基本上没有。

人满为患 严重超编

记者调查后发现，灵璧县环保局环境监察大队自2003年成立到现在，正式人员已经达到73人。而根据灵璧县机构编制委员会在2003年1月14日一份《关于调整灵璧县环保监察队机构编制形式的批复》文件，环境监察大队的编制仅为21人，也就是说，现在的环境监察大队超编人员是正式人员的2倍多。

灵璧县有关人员透露，机构臃肿、人员超编问题不是环保局独有的现象，灵璧县很多单位都存在这方面的问题特别是那些自收自支单位。2004年7月，灵璧县委县政府曾下发过通知，要求规范全县机关单位用人制度，对不在编人员予以清理清退。这份文件明确规定“清理清退工作结束后，各乡镇和县直单位要严格按照人事编制管理规定配备人员，不得自行聘用或借调人员。”在那次清退行动中，环保局共清退了9名工作人员，他们全部来自环境监察大队。但是好景不长，监察大队的人员此后不久便又迅速膨胀，甚至有一些是当年清退的人员，他们又通过各种途径回来了。

即便这样，灵璧县政府仍然不断地向环保局安排人员，每年都有好几个。对于这些人，灵璧县环保局只能接收。新来的人员基本被安排到了环境监察大队，再加上一些聘用、借调的人员，环境监察大队从2003年到现在，短短几年人数便增加了好几倍。

僧多粥少 待遇不保

据灵璧县环保局纪检组长刘团结介绍，现在环保局共有干部职工94人，其中公务员编制的有8人，他们的工资由县财政全额发放；财政差额拨款的有13人，他们的工资县财政发70%，另外30%由环保局自己解决；剩下的73人都在环境监察大队，他们的工资要靠环保局自己来解决。

灵璧县环境监察大队的一位队员告诉记者，他们监察大队队员的工资这么多年来一直是200多元。这一点记者也从环保局的有关负责人那里得到了证实。灵璧县环保局给记者出示的环境监察大队2007年5月份的工资清单表明，除了几个大队长、中队长，普通职工的工资基本上都在200元左右。据了解，安徽省人民政府于2006年10月1日调整了安徽省最低工资标准，宿州市的市区最低工资标准为每月430元，灵璧县的最低标准是每月360元，而该县环境监察大队队员的工资竟然比这个最低标准还低。

灵璧县环保局的有关同志介绍，环保局去年收上来的排污费为99万元，这些钱25%上缴盛中央财政，40%由市、县调控统一安排使用，剩下的35%归县环保局支配，环保局基本上把这35%的排污费用于发工资。国务院《排污费征收使用管理条例》规定，排污费应当全部专项用于环境污染防治，任何单位和个人不得截留、挤占或者挪作他用。但是灵璧县环保局有关负责人表示，拿排污费发工资也是他们没有办法的办法。

记者在调查时有职工反映，他们的医疗保险、失业保险、养老保险基本上都没有交纳，更不用说住房公积金了。对此，环保局的卓局长表示，环境监察大队确实存在这些问题，但是他们也没有办法，工资能发下来就已经不错了，环保局根本没有能力给职工上保险。

据了解，虽然环境监察大队现在超编严重，职工的工资很低，但仍有很多人托亲戚找朋友挤进来，因为在他们看来，环保局的饭碗毕竟是公家的，在环保局上班也算是公家人。所以，很多人宁愿在环保局里领着低工资也不愿意另谋出路。

设备简陋 无力监测

环保局职工工资待遇得不到保障，也带来了一些严重后果。据知情者反映，很多职工私下里做起了生意，有的名义上在执法监察，实际上是在忙自己的事情。对于大多数人来说，每个月200多块钱的工资根本无法养家糊口，吃饭都成问题，表面上在环保局上班，但心思不在工作上，也就不足为奇。

记者在采访时发现，整个环保局的办公条件相当简陋，一些办公设备仍然停留在上世纪90年代水平，高科技对于他们来说还比较遥远。对记者的疑问，卓局长说，他们环境监测设备到现在也只有噪声机，大型先进的仪器基本上没有。当记者问及对废气、废水、废渣等如何监测时，该局长坦承，对于这些监测项目他们也无能为力，因为环保局根本没有像样的仪器，也买不起那些大型监测设备。据了解，环境监察大队的很多人员整天在外面收取排污费，征收排污费才是他们最主要的工作。

由于全县经济总量过小，吃财政饭的人员太多，导致很多职工工资得不到保障，灵璧县环保局的有关负责人对此毫不避讳。这位负责人告诉记者，他们也在想办法解决工资问题，消除大家的后顾之忧，使环保工作顺利开展。(秦佩华）
